Petition: Visa for Claudio PEÑA, our neighbor and a talented cook from Chile, South America

To Minister of Justice of Japan,
We sincerely petition that the deportation order against Claudio Peña is withdrawn and his stay in Japan is legalized.
1. Claudio Peña is already a member of Japanese society in a substantive sense. Since migrating to Japan in 1996, he has been pleasing the public as a chef. It is too cruel to deport him just because he was temporarily unemployed in the immediate aftermath of the 2011 earthquake. It is also unfair that his being single is negatively regarded in the immigration procedure. Please just recognize the fact that he lives here in Japan just in the same manner as each of us do regardless of nationality.
2. Claudio Peña is a talented chef who has won a competition award. Many people offer to hire him. Wouldn't it be a great enrichment to Japanese society if we all could enjoy his food in the restaurant?
3. Please also note that Claudio Peña is in fear of persecution in Chile, his country of origin. Prohibited to work for a livelihood, he has no choice but to refuse deportation. We hope you will consider why he has to do so.
